The history of...

Hot-In-Place Recycling Method. (H.I.P) was born as a stand-alone company as a division of D.
Crupi and Sons, which was established in 1951. In its 50 years of operation as a conventional
asphalt paving company, D. Crupi & Sons has allowed Mr. Frank Crupi (one of the “sons”), the
opportunity to learn the industry, starting at the early age of 14. Very early on, Frank Crupi
recognized the “in-place recycling” process as a viable alternative to conventional asphalt paving.
Frank knew that over the long term, hot-in-place recycling would be a favored choice among the
most discerning Departments of Transportation, not only within Canada, but particularly in the
United States. Between 1980-1994, Frank and his team have recycled over 20 million square
yards of road surfaces using old methods of heater scarifying and integral recycling equipment. In
1993, Frank decided to sell the old recycling equipment and shipped it to Mexico, shedding the old
technology of partial recycling and opening the door for the development of the 100% recycling
equipment we see today. In 1994, having accumulated the knowledge and resources to perfect
the state-of-the-art hot-in-place recycling, Frank Crupi changed the direction and focus of the
company. New equipment was engineered and manufactured in house and a new company
(H.I.P Hot In Place Paving, LLC.), was formed. New contracts were procured that did not exist
prior to 1994 and a new industry was born. It has lead to some varied and interesting “blue HIP
clients.”

By 1994, H.I.P work included: Ottawa and Windsor Airports, City of North York, Region of
Durham and by 1995, the Don Valley Parkway, City of Mississauga, Etobicoke and various projects
in the U.S., including the State of Indiana and the State of Michigan. By 1997, contracts included
N.A.S.A. Kennedy Space Center, further expanding the client base throughout the U.S., including
the Georgia Department of Transportation, which launched its first successful “Pilot Project.” By
1998, H.I.P was awarded a three-year contract with the City of Philadelphia, with seasonal
contracts running 500,000 to 600,000 square yards. This relationship still exists today and
constitutes annual contracts for H.I.P’s work. City officials have gone “on record” to state that
H.I.P, Inc. is saving their taxpayers up to 2 million dollars annually while maintaining their road
requirements.

From its humble beginnings, H.I.P Hot In Place Paving, LLC. has recognized that there are no
shortcuts to success. Having the opportunity to study and master the family business has given
Frank a proud heritage. The evolution of this unique hot-in-place recycling process has been the
foundation for a “line extension” of conventional asphalt paving.

Whether intentionally, or by chance, the company name has become the “Kleenex” of our
business category, having adopted the generic term as the one that “comes to mind, first” when
searching for Hot-In-Place Recycling. It also helps that in an industry that is occupied by some
unsophisticated competitors, H.I.P Hot In Place Paving, LLC. is proud to be in a class by itself; as
the many client testimonials will attest.

Solid value has poised the company for new work among existing clients as well as the
opportunity to gain ground in Florida which has in two short years expanded to a full time market
with many repeat clients, Tennessee and Texas. Mexico and Asia have expressed interest and
are currently inquiring about our equipment for their hot-in-place recycling requirements. Since
1995, H.I.P has not experienced a "“bad debt” from any clients, which is also a testament to our
professionalism from start to finish.
H.I.P, Inc. has made the decision from the outset, to design, develop and manufacture its own
technically advanced equipment in order to continually innovate its processes.

In 2000 H.I.P Paving Equipment Inc. was formed to be dedicated to manufacture and mass
produce this technologically advanced equipment for clients and other potential end users.
Patents have been awarded by the USA patent office for four proprietary functions for H.I.P
Paving Equipment Inc., Hot-In-Place-Recycling technique. As evidenced by R&D tax credits, these
have been funded from the company’s own working capital during its continuing business growth.

This equipment has state-of-the-art electronic systems that can monitor and adjust various
applications such as rejuvenator fluids and aggregate dispensing apparatus that are required to
ensure that the “process” meets or exceeds “quality control” requirements and asphalt mix
design compliance. In addition, our Pre-heaters are adjustable from 3.3 meters to 5 meters
(10-16 ft.) while in full operation to heat the necessary width of road. The milling operation is also
adjustable, allowing for variable road widths without stopping production. This allows improved
cosmetic appeal and helps expedite the completion of the road recycling process.

H.I.P, Inc. continually upgrades and streamlines the equipment and techniques in order to keep
ahead of the competition and also to maintain its value for money in the eyes of present and
prospective customers. These are some of the values that give Hot-In-Place Recycling, Inc., the
distinction of being a world leader within the asphalt recycling business category.

What We Do...

The Hot-In-Place (HIP) Recycling Process (HIP) of Hot Mix Asphalt Pavements was introduced in
the North American market in the mid 1980’s as a viable option to be considered in various
Pavement Management Systems. Over many years HIP Paving has closely inspected, tested,
monitored and further refined its Process in order that it now can stand side by side with
conventional paving in both quality and performance. The HIP Paving Recycling Process is a
highly specialized method that rejuvenates an existing asphalt pavement, restores and enhances
the hot mix asphalt properties which provide for improved flexibility, durability and ride quality.
The equipment utilized is highly mobile and not dependent on a localized operating area and
therefore not required to work in close proximity to an asphalt plant. This Process is very
effective and cost efficient in all areas where conventional asphalt pavements exist.

HIP Recycling Process is a straightforward, yet simple and effective process that involves the
following basic steps:

• Heat the existing pavement surface to a depth of 55 to 60 mm.
• Mill the heated material (1100 C.).
• Add a rejuvenating agent and other pavement materials if required.
• Completely mix the milled material.
• Spread the recycled material to desired grades.
• Compact to required density with conventional equipment.

The HIP Paving Recycled Process can be considered a viable and effective option when
considering any typical situation where restoration of an existing asphalt pavement surface is
required. This process is the only method that will allow the re-processing of an existing asphalt
pavement of sub-standard quality by adding key ingredients such as manufactured sands, coarse
aggregates and rejuvenating agents in a one step cost-effective manner. Considerable cost
savings will be realized with the use of the HIP Paving Recycling Process in remote areas and in
areas where aggregates and other pavement materials are scarce and/or of poor quality.

It is strongly recommended that a full investigation be conducted on the existing asphalt
pavement, consisting of a complete coring and laboratory-testing program to determine the in
place mix properties and develop optimum mix designs prior to the HIP Paving Recycling Process.

Please Note H.I.P Paving LLC. is continuously improving and upgrading its entire fleet of Recycling
Equipment in order to improve efficiency, product quality and reduce operating costs. H.I.P
Paving will inform purchasers of new developments and features as they become available.
